Replacement of ISO 19118:2005 Encoding Annex A XML based encoding rule, taking into consideration the incorporation of encoding rules from 19136 and ISO 19139 and OMG's XMI 2.0, and add necessary explanation that clarify when and to what extent these rules might be changed.
Update of ISO 19118 Encoding according to document 211n1833 "Requirements for revision of ISO/TC 211 Standards, clause 10 Encoding", with specific focus on the generic instance model, XML instance model and the object-property model.
